IHC Sponsored Housing Papers and IHC’s Participation in the World Urban Forum III, Held in Vancouver, Canada, June 19-23, 2006IHC Sponsored Housing Papers Produced for the World Urban Forum IIIThe International Housing Coalition (IHC) sponsored or commissioned 11 housing resource papers for the World Urban Forum III (WUF III) which was held in Vancouver, Canada June 19-23, 2006. The papers, which cover a wide range of housing issues, were widely distributed and provided background information, data and case studies for 12 interactive IHC-sponsored workshops (networking sessions). They discuss innovative approaches and best practices for expanding the supply of low income housing in countries around the world. The United States Agency for International Development (USAID) and the United States Department of Housing and Urban Development (HUD) provided important financial and technical help to the IHC’s participation in WUF III. The papers (and the organizations responsible for each paper) are listed below and can be downloaded from this web site.
IHC Planning for WUF III Beginning in 2004 after participating in WUF II in Barcelona, the IHC began developing a plan for participating in WUF III. Contacts were made with a number of public and private sector organizations that are active in housing issues including the World Bank, PADCO/AECOM, The Communities Group International (TCGI) and the IHC sponsoring organizations (NAR, CREA and HfHI) to solicit their participation in the conference. Based on their interest in organizing networking sessions and producing major papers on housing issues, the IHC informed UN HABITAT that it was prepared to sponsor a series of networking sessions. After a great deal of discussion, UN HABITAT approved 12 IHC-sponsored networking sessions. One of the 12 approved sessions was organized by the IHC itself and was to be devoted to explaining the role and mission of the IHC and soliciting feedback and comments on the IHC from the audience. While the IHC played an important substantive and organizational role in planning all the sessions, IHC partner organizations managed the other 11 sessions. Resource papers were prepared for each of the sessions (except the IHC session and the Joint Center for Housing Studies of Harvard University’s session on the Bellagio Declaration). WUF III Results WUFF III was a great success. Ten thousand participants from around the world attended the conference. The official U.S. delegation included the Department of State and USAID under the Leadership of HUD Secretary Alphonso Jackson. The IHC staff and the board attended the conference and participated actively in all 12 of the sessions. Overall the IHC board and staff and its partners thought that the IHC was a credible and effective participant in the conference and that the 12 sessions and the resource papers made a major contribution to the event. All the sessions were well attended; it is estimated that more than 1,000 persons attended the IHC sessions. The audience at each session was actively involved in the post presentation discussions, and the consensus on the quality of the IHC sessions was universally positive. The IHC staff and board made contact with representatives of many donor institutions, housing NGOs, UN HABITAT and government officials from developing countries. A special handout was prepared listing each of the 12 IHC sessions and where and when each would be held and was widely distributed at WUF III, along with the IHC basic brochure. The IHC session, “Developing and Strengthening Worldwide Networks for Housing the Poor” was devoted to explaining the proposed purpose, mission and objectives of the IHC and soliciting feedback from the audience as to how the IHC could most effectively make use of its resources. Attendees were encouraged to become members of the IHC and membership brochures and applications were distributed to them. The session provided a forum for a lively exchange of views. |
